The Continuum of Care (CoC) is a program designed to promote community wide commitment to the goal of ending homelessness.

The Montgomery County Office of Housing and Community Development is the Collaborative Applicant responsible for facilitating Your Way Home Montgomery County’s PA-504 Continuum of Care (CoC) Program Competition issued by the federal department of Housing and Urban Development (HUD), including the review, rating and ranking of new and renewal projects that provide housing and services for residents experiencing or at imminent risk of homelessness using these federal dollars.  


PA-504 CoC HUD FY2024 Grant Competition Awards Announcement

On January 17, 2025, HUD announced the annual Continuum of Care Grant Program Competition Awards for FY2024. 

The PA-504 CoC was awarded $5,012,740, an increase of $777,616 over the FY2023 award total.

Please note:

  • All renewal project applications were funded at an increased amount of the amount requested for one or both of the following reasons: 1) adjustments due to Fair Market Rent (FMR) changes and/or 2) Cost of Living Adjustments (COLAs) for staffing line items. The only exception was the CoC Planning Grant (always a fixed allocation).

  • All four new projects were rejected.

  • Since the CoC submitted its FY2024 Grant Application to HUD, the Pottstown Cluster of Religious Communities terminated its project contract with HUD. The renewal project is in the process of being transferred to Family Services.

Last Thursday, the HUD SNAPS Office provided an update on the status of the FY2025 CoC Grant Program Competition. Of note:

  • HUD is currently updating the e-snaps grant portal.

  • Existing CoCs do not need to re-register for the FY2025 competition.

  • Planning grants will be awarded in FY2025.

  • Congress will decide if additional New Bonus or DV Bonus project funds will be available in FY2025.

  • Congress will determine if CoCs can apply for reallocation in FY2025.

  • As stated in the FY 2024 - FY 2025 NOFO, projects awarded FY 2024 funding eligible for renewal in FY 2025 are not required to submit FY 2025 renewal applications. This applies to all PA-504 CoC Renewal Projects.

  • When FY 2025 funding becomes available, HUD will provide more information on the FY 2025 award process.
